this is soooo messed up 
a mom lost her life because of some ICE officer's reckless decision 
it's like they don't even follow basic training on de-escalation techniques or something 
and yeah, the lack of clear guidance on using force when dealing with moving vehicles is just insane 
why can't they just do what most police departments already know to be best practice? 
prioritize human life over trying to catch someone 
it's not even that hard
